Digitalisation grants

The grant pays for the software. Someone still has to build it.

We are the supplier on the technical side of a funded digitalisation project: the ERP integration, the platform, the automation, the AI agents. We deliver against the milestones in your financing contract, and we hand over the documentation an audit asks for — specification, acceptance minutes, test evidence, IP transfer — because a delivered system with missing paperwork is an ineligible cost.

PoCIDIF — Smart Growth, Digitalisation and Financial Instruments

The 2021–2027 programme co-financed by the European Regional Development Fund, with digitalisation lines for SMEs alongside public administration, education and culture. Some actions fund the investment directly; others, such as those routed through European Digital Innovation Hubs, fund subsidised services rather than handing you the money to buy them.

Regional programmes

Each development region runs its own operational programme, with SME digitalisation lines and their own guides, thresholds and scoring. The same project can score very differently in two regions, which is worth knowing before an application is written.

EDIH — European Digital Innovation Hubs

Hubs that provide testing, technical consultancy, training and "test before invest" services free or heavily subsidised. Not a grant you receive, but a way to de-risk and specify a digitalisation project before committing to it — and often the sensible first step.

What makes a software cost eligible

Most rejected software lines are not rejected because the software was wrong. They are rejected because the file could not prove what was bought, that it was bought correctly, or that it was delivered.

The specification has to exist before the procurement. A technical annex describing what will be built, with functional requirements and acceptance criteria, is what a competitive procedure is run against and what an auditor compares the delivery to. Writing it afterwards is visible.

The procurement has to follow the rules that apply to you. Private beneficiaries generally have to run a competitive procedure with documented offers rather than simply choosing a supplier. We provide a quote structured so it can be used in that procedure, and we are comfortable competing.

Custom development and licences are different cost categories. They are treated differently for eligibility, for capitalisation and often for VAT. A single line saying "software" invites a question you will have to answer two years later.

Delivery has to be evidenced. Acceptance minutes, delivery-reception protocols, test reports, training records and a handover of source code and intellectual property. We produce these as part of the work rather than reconstructing them when the audit letter arrives.

The timeline has to match the financing contract. Costs incurred outside the eligible period are not eligible, however good the system is. Our milestones are set from your contract, not from our convenience.

Before you apply

We write the technical specification, size the work and issue a quote in the structure your consultant needs for the budget. This is unpaid — it is how we compete for the work.

Procurement

When the project is approved you run the procedure that applies to you. We submit against the specification like any other bidder, with the documents the file requires.

Delivery

Sprints mapped onto the milestones in the financing contract, with working software on staging at each one and the acceptance paperwork produced as we go.

04and after

Handover and audit

Source code, intellectual property, documentation, training and the full evidence pack. If an audit questions the technical delivery, we answer it — at any point in the sustainability period.

05Our commitment

What we guarantee, in the contract

A grant project carries a risk an ordinary one does not: an ineligible cost is not a discount, it is money you repay. These are contractual terms, not reassurances.

Fixed price after the specification

Once the technical annex is agreed, the price is fixed. Scope changes are quoted separately and in writing — never absorbed into an invoice that then does not match the approved budget line.

Delivery inside the eligible period

Our milestones are taken from your financing contract, with contractual penalties on us for delay attributable to us. A system delivered after the period is an ineligible cost, and that risk sits with the supplier who caused it.

The complete evidence pack

Specification, test reports, acceptance minutes, delivery-reception protocols, training records, and the transfer of source code and intellectual property to you. Produced during the work, not reconstructed afterwards.

Non-conformities corrected at our cost

If an audit or the managing authority finds the delivery does not conform to the contracted specification, we correct it at our own cost, within an agreed window, for the duration of the sustainability period.

Twelve months of warranty

Defects reported within twelve months of acceptance are fixed free of charge. Separate from any support agreement, and it survives the end of the project.

You own everything

Source code, repositories, infrastructure accounts and intellectual property are yours, transferred on acceptance. Nothing about the system depends on us continuing to exist.

06Being straight

What we do not promise

We cannot guarantee your application is approved. Nobody can. Scoring, budget exhaustion and administrative decisions are outside any supplier’s control, and a firm that implies otherwise is telling you something it has no way to know.

We do not write the application. We are the technical supplier. We provide the specification, the quote and the technical annexes; a consultant handles the application, the eligibility file and the reporting. We work with the one you choose, and if you do not have one we can point you at people we have worked with — without a referral arrangement, because that would make the recommendation worth less.

We cannot promise the authority will accept a cost. We can make sure the file gives them no technical reason to reject it, which is a different and more honest commitment.

Programme details change. Calls open and close, budgets are exhausted, guides are revised mid-programme. Nothing on this page is a substitute for the current applicant’s guide, and we check the version in force before we quote.
